This is mr D.J. de Jong, a Dutch rider participating in the Dutch TT on the 23th of June 1928. His motorcycle is a Moore-engined CS1 Norton. Note the cushion on the tank and his tie.
Lots of enthusiasm but not a very elegant riding style! The race was to be won by Graham Walker.
